Did some digging in the ini file and improved performance. Will paint the points:
1. Put the latest driver for your video card(might help, but for me personally, the gains were not)
2. In the launcher put Nasrani comfortable and adjust the lighting to an acceptable minimum.
2. Open the file Fallout4Prefs.ini (path C:\Users\Username\Documents\My Games\Fallout4)
The main drawdown of fps is observed in scenes with lots of sunshine in the launcher to turn off the detail of the sun rays( the parameter is not saved and is reset to a value of low)
This option in the file iVolumetricLightingQuality . set a value of 0
Next, I changed the extra:

Compare for example the scene with the thunderstorm and the storm. Before fps 24-26. now 30+. In other scenes, the fps has significantly increased from 30 to 40 and above
