Trottling of video at normal temperature 1050TI GTX Laptop

I7 7700hq, GTX1050TI 4gb, 16GB DDR4, SSD 128GB, HDD 1TB etc.
In General, the thing is, in games starts throttling processor CPU during heating of the video CARD 71 degrees and more. The temperature of the GPU goes over 70 degrees percent CPU starts throttling. The temperature of the CPU at the same 70-76 degrees.(The normal NOT OVERHEATING the same)

What I did:
