Problems with pumping (Elex)

Lord tell me, have some questions on pumping.
1) Why is my character a sure shot and right on target at -1, what are they doing even if they are pump at Keldrima they become just 0 and not work accordingly, it is intended or a glitch. It's a shame this is the only perks bercow that I basically need.
2) Why not pump the melee weapons and ranged weapons by 3, this is very strange, met all the conditions but they are not pumped. Again, the question is so conceived or a bug? (Ie they swing to two and then - Schwein).
