No. The determination of the future destiny of the city occurs during the selection of side quests. After this all happens without your direct involvement. In only two sides (Clergy-the Berserkers and the Outcasts-Separatists). Decisive elections only 9. The turning point comes after you select 5 for one way. Read more here: Dome city(walkthrough)

For the invasion of Elbow in the city there are two factors:
1. Will dig deeper into the details of the shield of the Outcast. (it will break the shield).
