Try to roll back (restore the control points to momenta when no errors), or restore using the image Windows. Maybe the problem is in the registry, maybe somewhere else.
You can try to run a check and restore system files, can help https://support.microsoft.com/ru-kz/help/929833/use-the-system-file-checker-tool-to-repair-missing-or-corrupted-system

Here is a way to disable http://remontka.pro/uac-disable-windows-10/
For example, Destroy Windows 10 Spying has in the Utility function to turn off the UAC, maybe it makes it somehow more confident (but do be careful with this tool, first go through the settings, and it by default disables everything.
If you don't want to have to dig download tool, I use it.

If that doesn't save, then just roll back to recovery point, or restore the image. The most radical method is a complete reinstallation.

Sho neither method helped? even Disabling the application lock in the local group policy editor and registry editor. And you can log into Windows under the administrator and to paszamant from the beginning (all items)?

If possible, log in as administrator, then inside the settings for your account and give it admin rights, disable restrictions.
Change user rights
Now that you know how to log out of Windows 10, it remains to consider the last aspect, namely how to make the account an administrator on Windows 10. This problem will not cause any problems, however, it is feasible only in the case if you are an administrator (i.e. trying to copy an administrator on another uchetku).
