Deus Ex: Mankind Divided will not start (Deus Ex: Mankind Divided)

A couple of days ago the computer froze during the game. I rebooted.
While loading the game (after clicking on the shortcut) POPs up a window"the Program can't start and is followed by a departure. Re-installed it twice. Nothing helps. Even tried to run the shortcut in compatibility mode with Windows 7. Does not start. What is global happened, even if the complete uninstall of the game and its new installation does not fix the problem?
