The game does not see fashion (Cities: Skylines)
Downloaded mods, in main menu says 14\22 is enabled but when I go to content Manager then there's nothing

If after reinstalling, try to steam workshop unsubscribe then re-subscribe fashion. If not help delete the folder Steam\steamapps\workshop\content\255710, and check the cache, the game needs to pump all the files shop and discover fashion.
