1 point skills instead of three? (Elex)

Have propatches yesterday,get a new 11th level and I see that I gave only 1 point specifications,such as before giving 2 and I got +1 for a total of 3!Bug or it will be after the patch,but still not 1+1=2 should give

OK well 1 skill point,then it's still not working perk which gives +1

the perk which gives +1 to skills are not added, and to the characteristics.
11 instead of the 10 points awarded for the level.

I picked up two levels and I still +1 given ( probably with skill level )

new level can be interpreted in different ways.The essence is the same with each new level you give +1 point in to fixed number of characteristics in 10 points.
