The number of fans in the stadiums (FIFA 14)

I want to add atmospheric game, so there are a couple of questions.
1. Does anyone know how to change the ratio of fans, and the location of the guest fans? and then at some stadiums of their normal number (in angular sectors + outside the gate). while others are sitting only on 1 small sector (e.g. in the corner). And I want to do so they're always at the gate.
2. and yet at the same time maybe someone knows what to do to increase the number of fans with flags?
