Locked frame rate in full screen mode (Forza Horizon 3)

Found that the frame rate is locked on 30фпс if you run the game in fullscreen mode. Enable/disable vertical sync and allows the selection of the frequency in the settings does not help. While in windowed mode the game gives the desired 60 fps.
