Question about fps. (World of Warcraft)

Start with PC:
Vidyuhi : gtx 960 4gb
Percents : Intel core i5 4690k 3.5 ghz
OP: 16gb
In General , until it tried to play Warlods of Draenor was stable 120 fps with the restriction . Now play the pirates and Lich King fps on normal locations in the area of 250-300 , and when I go to the Storm the fps drops to 75-100. I understand that this is due to the large number of people , but the question is that is it normal that fps drops to this amount ?

the idea is that this is normal. the more objects at the location and effects, the higher the workload, especially when you consider that the Khanty and Loki go with tel constantly, and the town\the suburbs has been an ongoing duel
