I don't quite understand what You said. My comment refers only to the language settings. Ubisoft has already spent a few years of draconian regional policy. In some games it was possible to change the languages poking in the game files, but in Watch_Dogs2 in General, a set (Russian+English voice Russian+Chinese interface) cannot be changed.
