In 1.1.0 the patch fixes it.
The character development system:
The characters are level 1 now start with 120 skill points.
Reduced the amount of experience necessary for learning higher skill levels.
Troops can now be updated easier.
The decline in the skills of the strangers outside their main area of expertise that facilitates their improvement.
Made strangers age roughly correlate with their skills.
