Do not run the card (Cities: Skylines)

I go in game, load the map, when loading the crash occurs. I tried to disable all mods, but to no avail. What to do?

If there was a save with the mod before updating, after updating some mods do not work correctly and will not be shipping. The way to disable add - ons and try to download without it.
