Use Vision Source (or whatever it's called) in the garden by the fountain. You should see the portal. Use of this skill is necessary as often as possible, or miss a lot of interesting things.
And instead of getting rid of all the flames in the Consulate is much easier to secretly sneak past all lizards to the portal.
