When they're on the wall then look in the same direction.
So conceived the game, only the defenders of the city from the wall can shoot at attackers. All versions of Total War such a system.

I don't know why you can't get fire to make gunmen captured inside the walls of the settlements! I for example do so just choose the right target to attack (both on the wall and inside the settlement) is shoot!
