Mod but maybe not. (Grand Theft Auto: Vice City)

The bottom line is this: long ago I played GTA: Vice City, and I remember that it was the subway all the time closed, it was on the site of the underground shops. But once luck got to get over the fence and move to the subway in an entirely different city, there was a new machine the other cards are designated for missions.
Who knows what is mod, and mod it. Maybe it was baby glitches?
