If the operator is not greedy and does not drain revenue in the pocket, it is possible to equipment bought normal and Internet normal. But I doubt it.
The guys give an advice or two companies and need to choose between Rostelecom and Newlink??

4G or any other wireless Internet running through mobile operators, will never compare to wired, the speed maybe, but not ping, and it is now very important in games, the better the ping the more comfortable to play. And even in large cities such as Moscow or St. Petersburg, there's all sorts of wired service providers.
Even ADSL would be much better mobile LTE in terms of ping.
