What does the console (RU+CIS Preorder) (Call of Duty: WWII)

Looked in the Steam game page, and Digital Deluxe is on sale for 3500 rubles. But it seemed weird that a parenthetical RU+CIS Preorder.

What does it mean? And the clear answer I found.
