Management with 3+ monitors with 4 screen on each

Good day! The challenge is to find a solution which will allow
1) connect it to one PC 3 interactive panels and on each to create 4 independent separately managed screen. You should get a scheme as in the attachment.
2) same thing, but each panel has its built-in PC.

Please tell me how you can split each screen into 4, connect 3 of these and manage it all, who knows any software or hardware, or hardware-software solution to this issue? Thank you in advance.
