Civil revolution (Rome: Total War)

In General , played for the Seleucids , already well captured territories , and see that Carthage was captured by maternity , and Carthage was the metropolis + in the province there are elephants . I landed , got zahvatil city , made slaves of the inhabitants (due to this 3 cities have grown) , but the city still was unhappy , wanted to revolt , but instead there was a civil coup, had never seen (appeared in the good army of the Carthaginians of 16 units, including elephants . And of course the automatic Declaration of war . I have a question ? Whether it is possible to use your developed cities to get a really good army ? Anybody think this has not been done .
