Missing native resolution of the screen is drawdown FPS. (The Outer Worlds)

Hi!
Problem 1 is that the game is not in Fullscreen mode native monitor vacuum 1360х768. From the nearest available only 1280x720 and 1366x768. The monitor is connected via HDMI Converter VGA with any screen resolution besides the native, the image is not displayed. The only solution is to run in fullscreen windowed mode, then it automatic puts native 1360х768. But in windowed mode the FPS sags more and freeze more. And the picture itself is somehow torn goes.

2nd problem is the permanent subsidence and low FPS on any settings.
Computer: i7 6700, GTX 1070, 16GB RAM.
Stock on the CPU and video card with the head, the screenshot clearly shows. But for some reason the FPS is between 60-100 FPS with constant dips down to 40 FPS. However, even at 60+ FPS smooth, no special, it feels that much smaller.

Both problems relate ONLY to THIS GAME! Neither the system, nor with other games such and similar problems are not observed!
