The issue with downloading of GTA 5 with a Social Club. (Grand Theft Auto 5)

All good. My friend wanted to play GTA 5. I have it for a long time, a friend bought SC version recently. But he has a strange problem: When he tries to download the GTA with the launcher, then it gives the error"Rockstar Game services are currently not available. And so each time through 15 minutes after the beginning download, the case climbs it.. He's tried everything.

Who knows how to treat it? Thanks in advance.
