Cloth physics on a PC (Assassin's Creed: Unity)

Have you noticed that the physics of the fabric on the PC and the PS are different. For example watch this video at 53 seconds. PC fabric like violent, chtoli.

Maybe someone knows how to play with the physics settings?

This is because of the fps, if you reduce or put a limit like say 30 on the console, you will receive the same physics behavior of the tissue.
