Need help in passing (Just Cause 3)

Playing in just Cowes 3, the game kind of boring, but the explosions and destruction looks fun. Can't just quite get some points, where the game map is divided as if into several continents, each should release the type of province, the province marked in red house, released 3, and now I released 3 from 9, but where the remaining 6 dog knows more red no houses and some missions don't open, so I'm a little liberated provinces, what are they doing?
