It is impossible to register in the game (Test Drive Unlimited 2)

Hello gentlemen, spice, bought her grandson the game TDU 2 on Steam but it is not possible to register from 2 sites (TDU2,ATARI.com)there is also not possible to register.Can someone met with this problem.Thank you.
