Can't download the game. \"License\" (Forza Horizon 3)

Can't download the game from the Windows store. It keeps license and so stands to infinity, then it is not. Faced with someone like this? And how to solve it if anyone knows?

#UPD: the Solution was found:
to restart the store as administrator. Need to open search in Windows and enter the phrase wsreset. As soon as the icon of this tool, click on it right click and run as administrator. (Then leave your account in the store and come back. (Optional))
