Drawdown fps (Grand Theft Auto 5)

Help pliz who knows, the computer 7 windows GTX 1070, I7-6700K 4.0 GHz, 8GB Opera in gta 5 on any settings while driving 47-40 fps, cut the grass, fps went up, but when driving fast, the same crap, GeForce experience doesn't help
