the problem with optimization (Assassin's Creed: Brotherhood)

The game is designed for two-nuclear processor, why in the game on my i5 the game loads only 1 core? Well if I play at 1080 I don't notice but I play in 4K and the CPU core rather bogged down and the game starts to slow down while the video card runs at 60%, as it can not storonami prog and in the game?
