Buying complete edition. (SimCity (2013))

I have a question for those who know. There is a regular edition account, you can also upgrade to the Deluxe edition. BUT the Deluxe edition doesn't include all the extras. The store has a Complete Edition, but to update the game to it, only to be separately. So, if I buy the Complete Edition, the regular edition in my library just updated to Complete or this edition will be added as a separate game?
