Not stable fps on 1060 6 GB. (Control)

Full config in a profile. Long criticized this game so decided to play. Generally I can't find a middle ground for a comfortable 60 fps. I play on medium - high settings, with fps ranging from 40-55. Didn't realize this optimization is that? I don't see this game sverhestestvennoe nothing but an enormous blur. But in the corridor soutane such indicators fps, it's terrible.
What are the eating options?

The plot is not yet clear, I'm not far, but the gameplay rules, that's just better than 60 stable for shooting. gennaz
