Motherboard does not start.

Bought new motherboard ASUS H110T powered from a 19V laptop PSU.
Problem - will not start. When connecting the power supply from the laptop 19 Volt power goes, the power button is lit, it is 3 Volts . But when pressed does not respond. I already turned everything off CE USB Horta, but no response start. Tell me what to do better than to protest, in what the reason where to dig ?
