Freezes during subsidence fps (Dark Souls 3)

Faced with the problem of the Frisians. More precisely in the time of subsidence fps, from 60 to 57-58, the game is freeze for 0.5 sec. And so almost constantly, at different intervals. The settings lowered, it is useless. PC does not overheat. GP temperature - 60C, the CPU is 45C. The game is installed on HDD.
Tried puts on the SSD (I have it in the system), nothing changes.
The power supply also changed.
At the time of the Frisians jump framton. For example, it was 16.7, as during the frieze rises to 125. At the moment of the frieze. Don't know what to do.

This is probably related to vertical sync,it's in the game by default and the fps is locked at 60 fps, so even a slight drop in fps causes the friezes, and if also the monitor above 60 Hz,then in General kapets starts. Maybe the game files have the ability to disable vertical sync in the control panel of NVIDIA to disable or to put a quick clock.

The point here is slightly different, I may be a little incorrectly expressed my problem. My FPS is always above 60, but at the time of the frieze is seen as the fps sags up to 57-58.
