Problems running the editor (Hotline Miami 2: Wrong Number)

Recently passed the game , and I really wanted to try custom levels myself to do something , but the editor doesn't open.

In the game menu there is no item Editor

Through the game files also not open after double-clicking doesn't even show the process in task Manager , but it gives no error , just nothing happens.

Is it possible that this is due to the fact that I have a pirated version? Couldn't find the solution not on YouTube , not in the Internet.
