Did the editor of inventory under the Tactics? (Fallout Tactics: Brotherhood of Steel)
Actually, a subject.All editors that I have found, allowed, perhaps, to change the parameters of the skill, but, for example, to give silovogo and minigun in the first mission for the first three Persians still impossible.

In the game folder there is a built in mission editor, characters. So can edit hire the characters to add them all that is necessary. Start a new game, hire them and enjoy. I created a team with the characteristics of 10 in inventory added Gauss cannons and advanced power armor. Started to use them when there is about 2mm bullets.

You can add skills, but some skills need to get to work. Experiment. Feel free to add perks to a portable weight, action points

Update : All downloaded FT Tools. A great thing. You can really have fun with it.
