How to get Reconstructor? (Red Faction: Guerrilla)

Welcome! Remember the good old,downloaded the game, have steam edition.
Put the mod on the Reconstructor..Fig doesn't work.
I read on the Internet - it turns out that the Reconstructor is now unlocked after beating the game,or modded free upgrades
Put this mod - it opens.
Went through the whole game - it does not open!!! It is not in the list of improvements.

Question - how to get it?
