Frame dropping

Hello! Help with the problem. I'm not very good computer, Internet too. I will relay how I play using OBS in the VC. Just so everyone watched as I play, and that is boring. 60 FPS, bitrate 1000 (all visible, but not high quality), 1920x1080 resolution. Yesterday was broadcast, everything was fine. Include today, and there are skipped frames (it always was, I just wish they never sent).
So, in fact, how to get rid of bandwidth resources? What is the difference between 30 FPS and 60 FPS? What determines the bitrates (or to that affect) and what bitrates will work for me for different variants of display quality for my permit (only a specific number)?
