Can't find female dwarf dress and can't find someone who will write a letter to the dwarf language. All bypassed, I don't know to whom where to go

Move in Baraz-Gund of immediately right in the shop buy a dress, and letters at the bookstore. Where YY dress there, the cursor of the letter.
