Why in cooperative play, you cannot choose another character? (Sniper Elite 4)

Why in cooperative play, you cannot choose another character? Can someone make a mod so that you can choose any Persian in the game!

Can. Just need to do this, go to the company (if you need a change of character in the company) or additions (if you want to change your character name in the extra missions).
At two (Overwatch), there was a heroes and they can not be changed.
