Weird problem with frame rate (Dragon's Dogma)

Hi Friends, faced such problem, in normal operation, Stim gives the game 20-45 fps max on all settings and at any resolution, while PC is not loaded, when switching Steam to offline mode, the situation changes drastically at 60 frames in 2K with ultra settings, so here's the question of how to play normal online mode of Steam?
