The problem with strangers in RDO (Red Dead Redemption 2)

I decided to do a little strangers quests to get gold, but each was one and the same problem, I just went up to them, they give me a replica, but it is not possible to accept this quest, because the button is shown as unavailable (for example on the screenshot). At that time I had a neutral level of honor and I decided to pick it up, in the hope that it will help, but all remained well. I try to reconnect, eventually a whole day passed but nothing has changed. I can tell you how to solve the problem? Maybe I just haven't found a solution.
