How to collect strategic resources (Sid Meier's Civilization 6)

Opened the iron and cilatro. Put them on the mines was added to one of nitrate and iron and everything, nothing added not in 10 not using 20 moves, what to do?

They will not be added. That means you have two units of a strategic resource.. that would hire warriors initially they need two, after the construction of military portion of one resource
