I think the problem is in drivers.
I came to this conclusion after studying the file config.xml which lies at the root of the game.
The problem is not the drivers!
The thing is that the maximum setting of shadows requires a version of the Shader 3.0, support which is missing in graphics cards from ATI below 1800 and the nVidia 6xxx below. Put everything on high except shadows, they are on one line below and everything will be OK!
