For the same reason that Tekken 3 was not Kazuya Mishima from Tekken 1-2 and instead was Jin Kazama. Nor was Michelle Chang and was her adopted daughter Julia. If Chaolan from Tekken 1-2 was not in Tekken 3... and so on...
