How do you set a cap of 30 FPS? [PC] (Grand Theft Auto 5)

Is it possible? In commandline hardcoding it starts to lag even at the splash screen. I would like to get rid of the frame rate jumps 60 times the computer does not pull.

Yes can someone come in handy: just on Nvidia, you can manually set the refresh rate of the monitor. That is one you can put a 60 and 30 and 70, etc. but at your own risk as they say. Accordingly, at this frequency, and the game will go.
