Hangs the mouse cursor

Hello everyone, after reinstalling the OS with windows 7(on the seven to solve this problem it was enough to perevodnoy the mouse to another USB port) On windows 10 appeared this issue, with some frequency, the cursor started to freeze for milliseconds and appear in another place.
-All drivers installed
-Hidden devices in device Manager was removed
-The temperature of your CPU, graphics cards normal
Mouse tried, wired, wireless, so it is not mouse
-Tried to connect a mouse through an adapter PS\2, not working! xD
-Changed the connection to USB ports
-Forbidden power is off USB ports
-The processor is not loaded on 5%
-RAM not more than 10%
-Deleted the mouse from Manager and re-installed
Not knowing what the problem decided to do a disk Defragmenter, a standard Windows feature.
