How to install mod manually. (Fallout 4)

11. Open the file with Notepad and right after the line of Fallout4.esm, insert the full name of the downloaded mod with extension (for example, LongerPowerLines3x.esp).
12. Save and close the file.
13. Again, set the attribute "read Only" for file plugins.txt
