By logic I'd say VAC is change the game files --- BAN. So, if possible, you would catch a VAC ban. I may be wrong, but I will answer something.

In cs Source it is possible on your server to do. Maybe in CSGO this is possible, but stimovsky servers that's for sure will not work.
