Transfer planets peacefully (Stellaris)

You can pass your planet another nation voluntarily? I want to return the planet conquered by the Risen Empire, the initial race. Federations(tradition) there is not in sight. In war there is only the Capture(Cide), and can't even invite the original race in the war.

Like, what technologies are needed for this(what tradition), is it possible to offer the planet or need to wait for offers from them(not once such proposals are not seen)?

after the war, in trade, dari who want. Press the swap, choose a planet, in return ask for nothing, say thank you for the gift.

Perhaps, but I've ever seen. True, I always gave the planet vassals. After the war, presses a couple of planets, and that would not bother with morality, etc. handed them over to the vassal(am). Always took ;)
