Great Khan. The shortcomings of the gameplay (Stellaris)

I can't declare war on vassals of the Great Khan, with which the world for 10 years (I was with them the war in the period of their independence, then peace, then they became vassals, but I can't on theirs, and base attack (although you can on their fleets)). Logical error of developers.
How to overcome - just edit the constants in the duration of peace (truce) instead of 10 years for a shorter period
2. Why Outpost Khan have 5K of combat capability ? the technology behind it, but my Outpost have 490 combat capability.
3. Is it enough to make a fleet Armada of Chosen where he sits Han?

1. are you sure that fleet is the vassals? not the fleet which puts Han at their capitals? 10 years is a standard truce after the war to give a chance to the losers to recover(although my personal opinion there would 5 years was enough)
2 because the power of their cheat bonuses. To be strong and to provide at least some threat to the player and bots.
3 Yes, you need to destroy Khan,but after the destruction of the first of his fleet he will run away and will collect the second fleet,after the destruction of the second fleet with Khan he will not run away.

Khan goes through the wormhole in the system of a vassal.

I mean the flaw in the gameplay that the truce I have with this Empire, but if it became a vassal of the Khan (and it is able to attack me, even marauding fleet), then you need to dump the peace status
I have never had a problem with the great Khan. Usually this invent I have evolved to a fleet of battleships with tachyon lances. Need 2 times to destroy an Armada of the great Khan and his Empire will be nothing left.
